		Lauterpacht explains the origin of the right to free and innocent passage in customary international law, especially for the purposes of tourism and trade, through the territory of any state. He claims that this right stems from the principle of interdependence among states, which is the basis of the international community. He adds that every state is obligated to act in accordance with this principle, as part of its obligations towards the international community.
