Following HaMoked’s intervention: Palestinians about to receive Israeli status as part of an ongoing family unification process are exempted from the new health regulations, which obligate joining a costly health insurance arrangement

In early August 2016, new health regulations entered into force, regulating health insurance for Palestinians living in Israel for many years, with just military stay permits, in the framework of family unification processes. Thereupon, HaMoked contacted the Ministry of Health with a request to exempt from the costly new arrangement some 2,000 people who were to receive in the next few months, pursuant to the Minister of Interior’s decision, status in Israel, and with it coverage under the national health insurance.

On October 13, 2016, following two months of correspondence with HaMoked, the Ministry of Health announced that those who belong to this defined group of some 2,000 people would be temporarily exempted from joining the costly arrangement established by the new health regulations. If, for whatever reason, a person belonging to this group does not receive Israeli status by May 31, 2015, s/he would have to register to one of the Health Maintenance Organizations (kupot cholim) as of June 1, 2017, and pay the required fees under the new regulations. The exemption does not apply to those who already joined the health insurance arrangement under the regulations and HaMoked intends to take this matter to court.
