HCJ to Israel Prison Service: examine possibilities of improving sanitary conditions in Shikma Prison; HCJ to HaMoked: focus petition on just two (!) of the issues raised

On September 21, 2015, HaMoked petitioned the High Court of Justice (HCJ) to order the Israel Prison Service (IPS) to improve the incarceration conditions of detainees held at the interrogation block at Shikma Prison in Ashkelon; and to transfer all those who were kept there to an alternative incarceration facility until the flaws were mended. In the petition, HaMoked addressed a range of severe flaws in various areas, including hygiene, lighting, food quality and so on.

On July 25, 2016, during the HCJ hearing, the justices instructed HaMoked to focus the petition on just two of these issues. HaMoked therefore focused its claims on the need to screen the toilet area from the rest of the cell space and the hygiene conditions in general. In this matter, the justices directed the IPS to examine, inter alia, the possibility of eliminating squat toilets inside the lock up cells and installing chemical toilets outside the cells.

The court instructed the state to submit an updating notice, together with an affidavit, by January 1, 2017. HaMoked would be able to submit a response within a week from the submission date of the notice.
