HaMoked to the military: by what authority does the military conduct sweeping survey of homes without issuing a demolition order?

Data collected by HaMoked shows that in the period between October 12, 2015 and April 7, 2016, the military conducted engineering surveys of 95 homes in the West Bank, including East Jerusalem, in which live families of suspected assailants – this without the decision having been made to issue demolition orders for these homes.

In a letter to the military from June 30, 2016, HaMoked stressed that these surveys were not simply technical activity, but entailed the late-night arrival of large forces at the home, causing panic to the family members, leaving them in a state of anxiety and constant fear that the military might decide to demolish their home.

HaMoked protests the practice of sweeping automatic survey and mapping of homes in any incident suspected to be an attack against Israelis, unconnected to its outcome, and demands that the military clarify the source of authority for doing so. HaMoked reiterated its position, whereby using Regulation 119 pursuant to which the military demolishes the homes of Palestinians constitutes collective punishment, prohibited under both international law and Israeli law.
