HaMoked's petition to instruct the state not to demolish the second floor in a two-story building in the Qalandiya Refugee Camp. The military previously demolished the third floor in the building, where the family of an assailant in a shooting attack lived. Due to the extent of the damage caused to the building, the family destroyed it entirely and rebuilt it, with the military's permission, which later announced its intention to demolish the top floor in the new building, claiming construction of a third floor had not been permitted. HaMoked demonstrates that the building only has two floors, as the parking at its bottom does not constitute its own floor. HaMoked claims no rules have been made on this matter, and as such it cannot be claimed that the family deviated from them.
