HCJ 1265/11 - The Public Committee Against Torture in Israel et al. v. The Attorney General Petition for Order Nisi

Petition by the Public Committee Against Torture in Israel, HaMoked and other human rights organizations on behalf of ten Palestinians who were interrogated by the ISA, to instruct the Attorney General to order a criminal investigation regarding the petitioners' complaints, and in any other case of complaints regarding use of torture by ISA personnel. The organizations claim that the Attorney General's procedure for reviewing complaints - transferring the complaint for a "preliminary check" by an ISA employee and his supervisor on behalf of the state attorney's office - does not meet international and Israeli legal standards; the Attorney General must act in order to guarantee that every complaint regarding torture, which on the surface is not an empty complaint, will be professionally investigated by the police or the Police Investigation Unit.
