Geneva Convention (IV) relative to the Protection of Civilian Persons in Time of War (1949) Article 32

The contracting parties agree not to take any measure that causes physical suffering or extermination of protected persons, including torture, corporal punishment, mutilation, and other brutality, whether applied by civilian or military agents. From ICRC website.
