On April 6, 2006, HaMoked appealed to the Attorney General over the government's instruction to the military to sever all contacts with the Palestinian District Coordination Offices (DCOs) except in medical emergencies, as part of the Israeli political boycott of the elected Palestinian authorities.

Israel transferred many powers to the Palestinian Authority, including in the spheres of the population registry, residency, immigration, education and healthcare. The proper exercise of these powers entails numerous submissions of applications to Israel through the Palestinian DCO. Even powers exclusively under military control, such as control of border crossings and issuance of travel permits, applications must first go through the Palestinian DCO.

HaMoked asserts that an Israeli boycott of the DCOs would cause unparalleled harm to human rights and constitutes a gross violation of international law.
