HaMoked'd petition regarding the military's protracted and unreasonable delays in transferring investigation materials to Palestinians harmed by security forces. The military has delayed transferring materials to the Petitioners for years, despite their right to view them. In so doing, the military impedes them from submitting objections regarding the nature or outcome of the investigation and from filing tort claims for compensation. HaMoked stresses that transferring investigation materials within a reasonable time frame is an inseparable part of the basic right to a fair judicial process.
