The Quiet Deportation, Revocation of Residency of East Jerusalem Palestinians

The report deals with the Interior Ministry’s policy since the beginning of 1996, pursuant to which it revoked the residency of East Jerusalem Palestinian residents who were living at the time, or had previously lived, outside the city, among them persons who went to live in the Occupied Territories. The report emphasizes that the policy is new and completely different from the policy that had been implemented since 1967, and that the persons affected were not informed of the change. Prior to 1996, the Ministry recognized de facto the residency of residents of East Jerusalem even if they had gone to live in the Occupied Territories or abroad for a long period of time but returned to Jerusalem during that period to renew their permits before they expired.

In response to HaMoked's petition under the Freedom of Information Act, the Interior Ministry provided data regarding the scope of residency revocation in East Jerusalem: Between 2005 and 2007, 1,869 permanent residents of Jerusalem were revoked of their residency, including 91 minors
